Isabel Moraes Cardoso Practices law and provides legal consultancy in the fields of administrative law, urban planning, environment, energy, real estate, and tourism. Has significant experience in the areas of urban and environmental licensing of a wide range of projects, as well as in overseeing their operation—namely infrastructure for the production, transmission, and storage of energy and renewable energy sources, including hydrogen and biomethane production units, industrial, logistics, and waste management facilities, real estate and tourism developments, and agricultural and forestry projects. She provides legal advice to public and private entities in the areas of administrative law, land-use planning, urban planning, and environmental law. Has coordinated, and continues to coordinate, the legal aspects of the preparation, amendment, and revision of various municipal land-use plans (including master plans, urbanization plans, and detailed plans), as well as the drafting of municipal regulations in the fields of urban planning and environment. She has participated in several legislative procedures in these areas. She held public office as Deputy Director-General of the Directorate-General for Spatial Planning and Urban Development, and served as legal advisor to the Ombudsman on constitutional matters, spatial planning, urban planning, environment, and culture, as well as advisor to members of the Government in the areas of spatial planning, environment, housing, and urban policy. Has also worked in academia as an assistant at the Faculty of Law of the University of Lisbon and collaborates with the Institute of Legal and Political Sciences of that Faculty in the Postgraduate Course in Urban Planning and Housing Law.
