Filipa Esperança is a Counsel in the Public Law, Planning, Environment and Energy practice area.
Filipa Esperança focuses on Public Law, with particular emphasis on planning and urban development, administrative litigation and the management of various aspects relating to the prior control of urban opperations, as well as the drafting, amendment or revision of municipal spatial plans. She began her career in a small law firm, where she completed her Bar Council professional internship in 2002, and served as a legal adviser to Setúbal Municipal Council until 2008, when she moved to Miranda Correia Amendoeira & Associados, later Miranda & Associados. She joined Abalada Matos, Moraes Cardoso e Associados, Sociedade de Advogados, RL, in 2019, where she has been a partner since 2020. Alongside her practice, she has authored numerous opinion pieces and commentaries in national newspapers and legal journals on matters of public law and has delivered training courses in the fields of spatial planning and urban development. She is also co-author of the compilation *Administrative Law of Angola (collection of legislation) – Plural Editores (2014) and Environmental Law of Angola (collection of legislation), with a compliance plan on environmental matters – Plural Editores (2015), as well as the book Dreaming, Transforming Cities and Territories, on Vision, Strategy and Local Government Management, published by Edição Territórios Criativos. She has been a member of Antas da Cunha Ecija since 2026.
