Francisco Cordeiro Ferreira is a Senior Associate in the Public, Planning, Environment and Energy practice area.
Francisco Cordeiro Ferreira focuses on Public Law, Urban Planning, Environment, and Energy practices, providing legal advice to both public and private entities in the areas of general administrative law, land-use planning and spatial planning, urban rehabilitation, and urban development.
He has been involved in the design, licensing, execution, and management of numerous projects across various sectors of economic activity, assessing their feasibility under the applicable sector-specific legal regimes. He has participated in prior control procedures in urban planning matters, as well as in land transformation and regularisation processes and in the regularisation of existing buildings. He has also been involved in the preparation of municipal spatial planning instruments and their respective revisions. In addition, he has experience in legislative procedures and legislative drafting.
He holds a Law degree from the Faculty of Law of the University of Lisbon and an LL.M. in International Business Law from Tilburg University – Law School. Alongside his professional activity, he has completed specialised courses in spatial planning, urban planning, ESG, and artificial intelligence at national and international academic institutions.
He began his professional career at Vieira de Almeida & Associados in 2016, where he completed his professional traineeship and later became an associate. Between 2018 and 2022, he served as an adviser to the Secretary of State for the Presidency of the Council of Ministers in the XXI and XXII Constitutional Governments. In 2022, he was a legal adviser to StartCampus. Between 2022 and 2024, he served as Chief of Staff to the Secretary of State for the Presidency of the Council of Ministers. He was an Associate at Abalada Matos, Moraes Cardoso & Associados between 2024 and 2026.
He is co-author of the article “Legislative Production in a Pandemic Context”, published in the book Covid-19 – A World in Transformation by Quartier Latin.
He has been with Antas da Cunha Ecija since 2026.
